After Minnesota Man was Harassed by Plainclothes Cop While Walking, City Apologizes for Mistreatment

The mayor and City Council of a predominantly white city in Minnesota have publicly apologized for racism.

Specifically, city officials of Edina, Minnesota were apologizing for a videotaped altercation between a white police officer and a Black man in which the former severely mistreats the latter. The video circulated heavily on social media, prompting an official response.

One by one, speakers of different races gave emotional testimonies on Tuesday, Oct. 18, before the council about the state of race relations in their city. Edina is a white, wealthy suburb of Minneapolis less than 10 miles south of the city. According to the U.S. Census, the city’s population is approximately 88 percent white and 3 percent Black.

According to ABC St. Paul affiliate KSTP-TV, the feelings of the audience about the racism in their city were so apparent that the previously planned council schedule was shelved so the concerned citizens could address their frustrations.

One man said Larnie Thomas, the Black man in the video, was “treated like an animal.” An Indian man said that racism “is a problem” in the city. A white woman at the meeting said that Edina had sins it needed to confess.

“The DNA in my body said that that man is next,” she said, meaning that Thomas could have been the next unarmed Black man shot by police if there had not been someone there to film the altercation. “As Lutherans, the very first thing we do in services is confess our sins,” she said with emotion rattling her voice.

A Black man told of how his travels to Edina are limited to when he goes shopping, yet he consistently feels self-conscious of his clothing, appearance and Blackness while in the predominantly white suburb.

The video from last week showed Thomas being held by his jacket by an un-uniformed police officer. The officer refused Thomas’ demands to be be released. The officer is seen chastising Thomas for walking in the middle of the street.

Thomas removed his jacket and shirt to escape the officer’s hold. A second officer then arrived on the scene and arrested Thomas.

In the video, Thomas responds that he was in the street because he was avoiding sidewalk construction. Throughout the video, Thomas’ frustration is obvious, and at one moment Janet Rowle, the bystander who filmed the altercation, told the officer that Thomas was “scared.”

The charge against Thomas for disturbing the peace has now been dropped.

In regard to the racism in the city, council member Bob Stewart said, “I think we can do better.” He promised to contact Thomas to try to make sure an incident like this didn’t happen again.

Edina’s mayor, James Hovland, said at Tuesday’s hearing: “For Mr. Larnie Thomas, I’m going to meet him face-to-face. It’s one thing for me to sit up here and apologize; it’s another to meet him face-to-face.”
